The Police Ombudsman of Northern Ireland has reported that the Loyalist death squad were armed, organised and shielded by members of the police force, the RUC and included RUC members.
Evidence also points to the direct involvement of the the UDR, a regiment of the British Army and other British state security forces.
An official police investigation into the massacre has begun.
